Program Area 3: Population Health Improvement and Program Area 4: Rural Emergency Medical Services (EMS) Improvement are ongoing, optional areas of State Flex Program (SFP) activity and remain challenging areas for SFPs to develop appropriate initiatives and to monitor outcomes. As a result, the purpose of this project will explore and identify short, intermediate, and long‐term outcome measures for common initiatives under these program areas.
